Winchcombe Mop Fair Location

Can anyone shed any light on the reason for using the Abbey Terrace (very limited space) car park rather than the rear of the Library car park. Anything to do with the fact that people have to pay to use the Library car park and Abbey Terrace is free? Just asking! 
If they fair used the Library car park we could have a much bigger and safer fair, which does not involve being right on the side of the main road through Winchcombe...
